UCSF Emergency Action Plans Program
Emergency Action Plans (EAPs) are used to protect lives and minimize chaos during emergencies by providing clear procedures for evacuating a building or area. An EAP includes essential elements such as designated exit routes within a building, designated assembly areas outside the building, and emergency contact information, and is a Cal/OSHA requirement. EAPs are often consolidated into larger areas, such as building floors, so that not every department sharing a space needs a separate EAP.
UCSF has two types of Emergency Action Plans: Campus Emergency Action Plans (CEAPs) and Health Department Emergency Action Plans (DEAPs). The distinguishing difference between the two EAPs is that the Health DEAP is intended for departments assigned a Cost Center Number.
EAPs are updated and exercised annually. To ensure compliance with these annual requirements, Campus and Health departments are required to complete an EAP in the Risk Ready platform. Updating an existing EAP now takes less than 30 minutes, and completing a new EAP can take less than 60 minutes. The UCSF EEM Planning and Business Continuity (BC) Team collects information from departments, service areas, clinics, labs, and other entities, and then builds a plan shell in Risk Ready for the end user to complete.
Clear, simple instructions have been created to guide the end user through the completion of an EAP. Department managers/directors can approve the plan written/updated by themselves or their staff. Babe Franey, who oversees the UCSF Enterprise EAP program, is available to assist as needed should an end user have questions about completing/updating their plan.
